UAE Trade License Types Explained
The UAE issues four main trade license types: commercial (trading and goods), professional (services and consultancy), industrial (manufacturing) and tourism (travel and hospitality activities). Your business activity — not your preference — determines which you need, and each type carries different costs, structures and approval requirements.
The four license types
Commercial license
Covers buying and selling goods: retail, import/export, e-commerce of physical products, general trading. The workhorse license for product businesses. E-commerce activities commonly sit under commercial licensing. General trading (broad multi-category rights) prices at the top of the commercial range.
Professional license
Covers services rendered through skill or intellect: consulting, marketing, IT services, design, education services, maintenance and repair. Typically the least expensive license class, and available to sole practitioners as well as companies. Some professional activities require attested qualifications.
Industrial license
Covers manufacturing, processing and assembly. Requires suitable industrial premises and additional approvals (environmental, civil defense). Relevant only when you physically transform goods — importing and repacking usually stays commercial.
Tourism license
Covers travel agencies, tour operations and tourism services — issued through each emirate's tourism authority with sector-specific requirements (qualified management, guarantees). See our travel agency guide for detail.
How activities map to licenses
Every license lists specific approved activities from the authority's activity catalog — thousands of defined activities exist. You can typically combine multiple compatible activities on one license (each may add fees), but you cannot operate outside your listed activities: a marketing license doesn't permit selling products, and vice versa. Regulated activities (food, health, education, finance, tourism, legal) additionally require approvals from their sector authority regardless of license type.

Choosing correctly
- Selling physical products? Commercial — with e-commerce activity if selling online.
- Selling your expertise or services? Professional — usually the cheapest correct answer.
- Making or assembling products? Industrial, with premises approvals.
- Travel, tours, hospitality services? Tourism, via the tourism authority.
- Doing several of the above? Structure carefully — sometimes one license with combined activities works; sometimes two lean licenses beat one bloated one.
Frequently asked questions
Can one license cover both products and services?
Often yes, where the authority permits combining compatible commercial and professional activities — but not always, and pricing differs. Structure this at application, not after.
What happens if I operate outside my licensed activities?
Fines and license risk — authorities do enforce, and banks/payment gateways check activity alignment too. Add the activity properly; it's cheaper than a violation.
Is a freelance permit a license type?
Functionally it's a light professional-class permission for individuals covering defined service activities — the right entry point for solo service providers, upgradeable to a full license as you grow.
Which type is cheapest?
Professional licenses generally price lowest, commercial mid-range, industrial and tourism highest once approvals and premises requirements are counted.
